The subjects we cover, each with the problems under it and everything published for them.

A topic is an orientation: what usually goes wrong in this area, in what order to fix it, and which of those failures is the expensive one. Underneath sit the problems people actually arrive with, and under those the runbooks that solve them.

A topic only gets a page here when there is something to orient someone about. Tags that have not earned that still group the problems index; they just do not get a page of their own, because a page that exists only to pass you to another page is worth nobody's time.
